GENEVA, Switzerland, Nov. 19 (UPI) -- A Chinese delegation said Thursday China would not form a World Trade Organization panel to help determine possible export limits.

SAVE MONEY ON TRAVEL DEALS

China's official state-run Xinhua news agency said the delegation used a WTO meeting in Geneva, Switzerland, to reject requests for an expert panel regarding raw materials exportation from China.

The United States, Mexico and the European Union all made requests for an expert panel that could investigate and rule whether China was illegally limiting exports.

"China is disappointed that the three complainants choose to move forward with requests for panel establishment at this meeting ... and is not in a position to agree to the establishment of a panel at this time", the delegation said Thursday.

The United States was the first to file the request, alleging China was violating WTO regulations by purposefully limiting the amount of raw materials being exported to the United States.

Xinhua said the WTO dispute settlement process begins with consultations, before escalating to panel requests. If the initial requests are denied and the complainants file second requests, a panel is automatically created.
