INDIANA, Pa., Sept. 22 (UPI) -- Millions of research dollars directed to a college by U.S. Rep. John Murtha, D-Pa., have borne little fruit, The Washington Post reported Tuesday.

Indiana University of Pennsylvania has received about $20 million in grants and earmarks from the powerful chairman of the House Appropriations subcommittee on defense, and has set up the John P. Murtha Institute for Homeland Security. But the money appears mostly to have mostly benefited Murtha loyalists and has produced few academic results on homeland security, the Post said.

School correspondence obtained by the newspaper indicated that Jeffrey Crane, director of the Murtha Institute from 2006 until last month, contended that for years it was a "paper institute" with no clear mission and that he was rebuffed by the IUP administration when he voiced concerns over contractor billings and projects the institute was overseeing.

"IUP has implemented an extensive and rigorous review process that seeks to identify federal funding research projects that have a high probability of producing sound data for important national and world needs and we are proud of the progress the university has made in this area", IUP President Tony Atwater told the Post.

A Murtha spokesman declined to comment to the Post.
