SACRAMENTO, Aug. 10 (UPI) -- A group of litigators is finding success in recovering money for clients whose funding was cut by the California state budget, observers say.

SAVE MONEY ON TRAVEL DEALS

The attorneys are winning one lawsuit after another, costing California billions of dollars and adding new uncertainty to an already tumultuous budget fight, the Los Angeles Times reported Monday.

State courts have recently declared budget cuts to healthcare services, redevelopment agency funds and transportation spending to be illegal, while another judge's decision has the potential to deprive California of its federal stimulus funding unless the cut salaries of home healthcare workers are restored, the newspaper said.

Even Senate Leader Darrell Steinberg of Sacramento, who was instrumental in negotiating the budget agreement signed by Gov. Arnold Schwarzenegger, say he plans to sue, claiming the governor made illegal cuts that weren't part of the deal.

The Times said the litigators are using state laws that were passed in healthier economic times -- some mandated by citizen initiatives -- as the basis for their legal challenges.
