Philbrook, the undersecretary for farm and foreign agricultural services, told Agriculture Secretary Tom Vilsack in December about his desire to leave to care for his son, the department said in a release.

"Bud's dedication and expertise has been a tremendous asset to USDA and our efforts across the globe", Vilsack said. "On both a professional and personal level, we will miss him. We also wish him and his family the best during this difficult personal time."
