United Press International More than 10 percent of youths in state or privately operated juvenile detention facilities allege they were sexually victimized by staff, U.S. officials said.

The U.S. Justice Department's Bureau of Justice Statistics said 2,730 youths, or 10.3 percent in facilities, reported the victimization by staff. Another 700, or 2.6 percent, reported sexual victimization by another youth.

About 91 percent of youths in the facilities in the survey were males; 9 percent were females.

The study producing the results, "The National Survey of Youth in Custody", was mandated by the federal Prison Rape Elimination Act. Victimization studies do not investigate the truth of the allegations, only tally the reports of alleged criminal activity.

The study limited reporting by youths to incidents occurring in the last 12 months, or since their admission if less than 12 months.

Sexual victimization was defined as any unwanted sexual activity.

About 4.3 percent, or 1,150, said the sexual victimization by staff was the result of force; 4.6 percent, 1,710, reported sexual contact without any force, threat or other coercion.

Males were more likely to report sexual activity with staff (10.8 percent compared to 4.7 percent for females), but less likely than females to report forced sexual activity with another youth (2.0 percent to 9.1 percent). About 91 percent of youth in the facilities in the survey were males; 9 percent were females.

About 95 percent of all youths reporting staff sexual misconduct said they had been victimized by female staff, the survey said. In 2008, 42 percent of staff in juvenile facilities under state jurisdiction were female.
