MOSCOW, Jan. 22 (UPI) -- Russian President Dmitry Medvedev says he wants to see more political parties operating at both the national and regional level.

Medvedev told an advisory board of regional governors and top officials Friday that Russia needs a flexible, multi-party system to match the country's modernization plans, the Russia news agency RIA Novosti reports.

"I will propose a bill later today which would guarantee the representation of all parties supported by more than five percent of voters in all regional parliaments", Medvedev said.

Russia's parliament has already approved a series of initiatives aimed at enhancing the role of political parties and providing more opportunities for small parties to win seats in parliament.

The number of national political parties in Russia dropped from 48 in 2000 to seven in 2008.

"The society should not be commanded, it should be in cooperation", Medvedev said.
