OTTAWA, Jan. 22 (UPI) -- Canadian Prime Minister Stephen Harper told his Conservative party caucus Friday last year's economic recession could return because of other countries.

The Ottawa caucus meeting marked the fourth anniversary of the Conservative's election as head of a minority government in which Harper both boasted of achievements and fretted about economic recovery, the Globe and Mail reported.

"As you all know, we have been focused almost entirely on the delivery of stimulus measures since Canada was dragged into the global recession a little over a year ago", Harper said. "But the international economy remains fragile and there is still a danger that we could be pulled back once again through no fault of our own."

The Globe and Mail said the meeting was campaign-like and uncharacteristically open to the media. It came a day before several protests were planned across the country to protest Harper's political move of suspending the return of Parliament from Monday until March 3. Harper said the delay was necessary to refine the economic recovery plan.

Meanwhile, the government posted a $56 billion deficit in the 2008-09 fiscal year, much of which was related to its stimulus spending, the Canadian Broadcasting Corp. reported.
