LONDON, June 29 (UPI) -- A little known committee is keeping top artists out of London public spaces, The Independent on Sunday reported.

Confidential minutes of meetings released to the newspaper said a plan to honor former U.S. President Ronald Reagan by artist Chas Fagan was ruled out in April after members called the work "weak" and "lacking gravitas." The committee also said it risked "cluttering" the Grosvenor Square outside the American embassy.

The proposed project has joined the Westminster Public Art Advisory Committee's list of rejected artworks and monuments. The influential panel has members drawn from institutions such as the Royal Academy of Art. Its negative response usually forces artists to review their plans or eliminate them altogether, the newspaper said.

But not everyone agrees with limitations on public art.

Jo Darke of the Public Monuments and Sculpture Association said: "I can appreciate the view about cluttering Westminster, but there are lots of dark corners that could be brightened up by a sculpture."
