WASHINGTON, July 29 (UPI) -- The White House criticized U.S. congressional Democrats Tuesday for delaying consideration of energy-related legislation before the August recess.

President George Bush is calling on the "democratically led Congress to allow the representatives of the American people to at least have a vote on this before they leave for their recess", spokeswoman Dana Perino said during a news briefing.

Proposals include opening the Outer Continental Shelf and Arctic National Wildlife Refuge to oil exploration and allowing development of oil shell resources in the west and streamlining the permitting process for refineries.

Perino said several options were available to replenish the Highway Trust Fund, funded by gas tax receipts that are falling lower because people are driving less.

"(It's) possible that a wholesale revamp of the Highway Trust Fund would be considered by members of Congress", she said. "There could be projects where you would privatize the efforts. There's a range of issues, but I don't think that you're going to see a brand new revamp from us at the moment."

When asked about the White House's position on a possible national speed limit, Perino said, "I think the president thinks that consumers can make that decision on your own."
